El Niño's Impact on the Philippines in 2026
PAGASA's monitoring data through July 2026 shows that the 2024-26 El Niño event has had significant effects on the Philippines, though the worst impacts are concentrated in specific regions. Here's the current picture based on the latest government data.
Rainfall Deficit by Region
The most severe rainfall deficits are in the western parts of Luzon and the Visayas. Ilocos Region saw a 45-60% reduction in rainfall between March and June 2026 compared to the 30-year average. The Cordillera Administrative Region is at 40-50% below normal. Mindanao's eastern provinces have fared better, with deficits of 15-25% due to localized weather patterns partially offsetting the El Niño signal.
Agriculture Damage
The Department of Agriculture reports approximately ₱12.7 billion in crop damage as of July 15, 2026. Rice accounts for 62% of losses, corn 23%, and high-value crops 15%. The most affected provinces: Pangasinan, Nueva Ecija, Isabela, and Iloilo — the country's main rice-growing regions. Over 185,000 farmers have been affected.
Water Supply Situation
Angat Dam — Metro Manila's primary water source — dropped to 189 meters in June 2026, below the 200-meter minimum operating level. The National Water Resources Board implemented a 15% reduction in water allocation for Metro Manila in May, later reduced to 10% after rainfall improved slightly in June. Localized water rationing is in effect in parts of Bulacan, Pampanga, and Cavite.
Other critical dams report similar conditions. Magat Dam in Isabela is at 38% capacity; Pantabangan Dam in Nueva Ecija at 41%. Both are below their historical averages for this time of year.
Government Response
PAGASA continues to monitor El Niño conditions and provides weekly updates. The Department of Social Welfare and Development has released ₱2.3 billion in emergency assistance. Cloud seeding operations were conducted in May and June over major dams, with limited success.
Transition to La Niña?
PAGASA's latest outlook notes a 55% probability of La Niña developing by the fourth quarter of 2026. For the Philippines, a La Niña transition would bring above-normal rainfall — a mixed blessing. It would replenish dams and end the drought, but the sudden shift from dry to wet conditions increases flood and landslide risks, especially in already-degraded watershed areas.
The recommendation is to continue water conservation measures through September, with preparations for possible flooding beginning October.
